ghetto dwellers?

Not sure what you mean.

I lived at the edge of rural town of about 1,900 a few years ago. Several mornings, when I went outside to smoke a cig around 5 a.m. (still dark), I noticed a pack of dogs — 20 or more — come running from north to south through the northern section of the town. The pack had all sorts of sizes and breeds in it.

Packs can form in any area where there are strays or even runaway pet dogs.

Absolutely yes. When I was a kid, there were homes near us that had their horses mauled. Many of the poor horses had their legs broken and had to be put to sleep. The culprits? Family pet dogs that were let out in the morning hours to do their business. They essentially packed up. Some of the dogs were what we would call “foo foo” dogs. That is, small dogs like Yorkies and small poodles. There were some larger dogs as well. I am guessing the dogs met up in the morning and evening time and acted like “wolves”. How the families didn’t know when Trixie or Moxy came home blood soaked is beyond me.
