With almost no public notice, President Obama has issued an imperial decree executive order requiring universal HIV testing. Yasmeen Abutaleb of Reuters published a blandly-title dispatch, "Obama orders stepped up effort against U.S. HIV/AIDS epidemic" that takes seven paragraphs before getting to what should be the lead:

I know nurses who work in hospitals. They tell me the chance of a straight male contracting HIV are near 0. doctors know this too, but it is not politically correct to suggest that we are not all at risk.
The exception is blood transfusion or needle injection (drug use especially)
Women on the other hand can catch it in a number of ways- it all deponds ONLY on who receives body fluid from another person.
I wonder how the money flows on this one. I wonder who makes a profit.

The new order follows recommendations this year from the U.S. Preventive Service Task Force that all 15 to 65 year olds be screened for HIV infection, something that will be covered under Obama's signature heath reform, the Affordable Care Act. …So the recommendation is now an order.

Executive orders only apply to the executive branch of the federal government and are only to direct how a specific law is to be implemented.
The congress can over ride an executive order by a joint resolution but our congress is useless in this regard. They could never agree to do something so useful. The Democrat will never do anything to embarrass one of their own.
The whole reason we have the Imperial Presidency today is because Congresses for decades have failed to slap back presidents who used EO’s to usurp powers they do not have.
Oh....they’re short of funds in the Democrat party.

This is actually good news.
ObamaCare® has extant to it’s initiaves preventative care and cost\benefit in delivery of medical care.
They’ll tell fat people, smokers and like they’ll need to alter their behavior or GuvCare® will be severly restricted if not outright denied.
So using another man’s annus as a vagina will have to be monitored and precautionary actions taken.
This could even include sequestration of those individual who are carriers of of highly infectious diseases.
