In the normal course of events she would, indeed, finish high school, but would not get a diploma- would not graduate. There is probably enough pressure and threats building now that she will be awarded a diploma and her grades will be sealed or post facto changed. I would love to hear her give the valedictory at Graduation.

Wait until she finished HS? Why not have her complete a remedial course in elementary education. If she cannot read cursive, then she is not literate. She needs to repeat grades 4, 5, 6, 7, 8,9, 10, 11, and 12 before she can consider going to college.
I actually feel sorry for her. Although she may not be the brightest bulb around, I am confident she is not as dumb as she appeared on the witness stand. Her lack of communication skills is a testament to a failed school system.
