Oct. 8, 2012: Russias EMERCOM Minister Vladimir Puchkov (left) and U.S. Deputy Administrator for National Preparedness and Protection, Timothy Manning, sign the protocol of a bilateral meeting in Vladivostok, Russia.
Have FEMA and the Department of Homeland Security signed a deal that would permit as many as 15,000 Russian troops to be deployed in the United States to deal with an unspecified emergency?
This was not a question that I expected to be researching when I woke up today and decided to get back in the groove as Editor-in-Chief at ViralRead after the Fourth of July holiday. But then I checked the site stats and found that the top story and the top referrer were these items:
Obamas DHS Requests 15,000 Russian Troops Lisa Jennings, ViralRead
Whats With The 15,000 Russian Troops Requested By DHS? The Lonely Conservative
Well, well whats up with that, indeed? The most obvious explanations would seem to be either:
One of our writers has bought into a fringe conspiracy theory;
or
Its time to start stockpiling ammo and freeze-dried food, before the black helicopters show up to take us to FEMA camps.
This required me to do some research, because if either of these explanations is true, theres a problem. The credibility of ViralRead could be jeopardized if theres nothing to a story like this, but if there is something to the story, why isnt it being covered by mainstream news organizations? And, after doing some research, I found out that this is exactly the problem: While I cannot say for sure you shouldnt be stockpiling ammo, neither can I cite any official source on the content of these U.S.-Russia emergency agreements, and the regular media dont seem to have paid any attention at all to these agreements.....

Thanks 2ndDivisionVet.
How much are signed copies?
All that stuff is on my website.
“Huh?”
Something about Janet Napolitano and 15,000 Russian troops.
It was pointed out by a person I can’t recall the name of but his point was. “ This is totally stupid! How long would it take for all the conspiracy theory nuts to take these out if it were true?” He is very pro 2nd amendment and has a point.
Anybody seen Snowden lately?
IMHO he’s pining for the fjords.
Nut-job Conspiracy Theory Ping!
To get onto The Nut-job Conspiracy Theory Ping List you must threaten to report me to the Mods if I dont add you to the list...
I don’t think Norway wants him, either;)
odinga is preparing for a Zimmerman acquittal.
Word of advice to the russkies: pack lots of body bags.
A friend asked if I’d heard anything about Russian troops on U.S. soil, so I checked around and this was all I could find:

“odinga is preparing for a Zimmerman acquittal.”

Savage was discussing this on Wednesday evening.
Hope they will wear blue berets to we know who to shoot and place the red dot.
Let the War Games begin. Obama has given up this country without firing a shot

Looks real - by the way - who is that guy on the slideshow at the bottom of the page signing this document for FEMA?

The extra-constitutional agreements(that means illegal agreements) were inked late last month in Washington, D.C., at the fourth annual meeting of the illegally created U.S.-Russia Bilateral Presidential Commission Working Group on Emergency Situations. (http://www.state.gov/p/eur/ci/rs/usrussiabilat/c37332.htm)
This extra-governmental organization, formed under the Obama administration, is one of almost two dozen similar working groups bringing together top U.S. and Russian officials. (http://www.state.gov/p/eur/ci/rs/usrussiabilat/c37181.htm)

Snopes isn’t the most reliable site, but they have this one essentially correct. EMERCOM are not combat troops, they are paramedics, firefighters, disaster responders, etc, and the agreement was just a cooperative training agreement, the likes of which have been going on for years. WND and other unscrupulous sites just decided to hype it because they know paranoid people will eat it up.
