Following the passage of the Senates amnesty bill, Representative Steve Stockman (R-TX) sent a letter to House Speaker John Boehner. In the letter Stockman requested that Boehner immediately kill the Senates bill, S. 774, though a constitutionally-required blue slip resolution.
A blue slip is a resolution that automatically returns to the Senate any bill that violates the origination clause of the United States Constitution.
Blue slip resolutions are immediately considered as a matter of constitutional privilege, are debatable for an hour and are not subject to amendment.
Not only is the Senate amnesty bill an abuse of taxpayers and immigrants, its utterly unconstitutional. The Senate cannot invent its own amnesty taxes, said Stockman. I hope Speaker Boehner will immediately kill the amnesty bill through a constitutionally-required blue slip. As long as the amnesty bill sits in the House it poses a threat to taxpayers and immigrants.
Several provisions of the Senate amnesty bill create new taxes, a violation of the origination clause, Article I, Section 7, Clause 1 of the United States Constitution, which states All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.
Section 2102 of the amnesty bill requires the payment of certain taxes and forgives the payment of other taxes as a condition of receiving amnesty and other benefits. The Constitution prohibits the Senate from approving bills that raise revenue.
Stockman also points to the Congressional Budget Office, which flatly states enacting S. 744 would have a wide range of effects on federal revenues, including changes in collections of income and payroll taxes, certain visa fees that are classified as revenues, and various fines and penalties. Taken together, those effects would increase revenues by $459 billion over the 2014-2023 period.

Boehner has been bought and paid for by amnesty supporters and must find a tricky pathway to get this thing passed and on Obama’s desk.
His statement about getting the support of a majority of Republicans may be true.
But IF THOSE REPUBLCANS GIVE ASSENT TO ANY IMMIGRATION LEGISLATION AND PASS IT OUT OF THE HOUSE, THE STAGE IS SET FOR A CONFERENCE COMMITTEE, FINAL PASSAGE AND OBAMA’S SIGNATURE ON AMNESTY......

Is this some type of joke? First, almost all of the proposals Congress puts forth is Unconstitutional these days. Second, but more important, why isn't this used more often? Why for just this bill. Why not for every dam thing else?

THAT HAS A FINE OF $5000 FOR ANY EMPLOYER WHO HIRES A CITIZEN OVER AN ILLEGAL ...WHY ARE YOU SO SET ON IMPORTING LOW WAGE LABORERS MAINLY FROM ONE COUNTRY WHICH TAKE UP JOBS OUR YOUTH AND ESPECIALLY BLACKS COULD BE PERFORMING ?
Not sure if Stockman is refering to that fine (revenue raising) and its constitutionality. Am also not clear on if the House can offer a separate bill and it not wind up going into conference. Hope Levin discusses it and clears these procedural matters up.
My rep is Commie Cohen. I suspect Boehner is as amenable as Cohen.
