the video car makes several turns which is odd.

I troll around conspiracy sites to see what they have to say because they can be utilized by the Psy Ops guys. Many think one of the sites is actually linked to the CIA because of connections via servers etc.

Anyway, here is an interesting point.

Looks like a divided street, with a grassy/treed median down the middle.
