This is called hush and protection money.
The administration also sends a signal to the IRS employee that they will help defend them. Because if the employee begins talking, they have several boards to go through to proof their innocence. There would be much testimony during those hearings which could be used against Obama and otherwise..so, send a message; be quiet. And they did. This is why it is important to continue with these investigations.
