It’s not poor judgment. Holder knew exactly what his underlings were doing and he signed off on it anyway because he knew that the repercussions , if caught, would be minimal. The Attorney General of The United States does not get away with lying under oath. Maybe all he gets is six months in jail, but he goes to jail. He is the chief lawman of our nation.
