I think Issa is well-intentioned but he's in over his head on these issues. It took Cong Trey Gowdy to point out the fallacy of Lerner's asserting her innocence THEN taking the Fifth. Issa was left hanging in the wind.

Issa may be a good businessman---he made millions w/ his car burglar alarm system----but he's not equipped to argue the critical legal issues that arise here.

There are and will always be questions of trust neutrality non-partisanship competence privacy unauthorized access and much worse. IRS has record of political abuse going back to the 1960s under Democrat Lyndon Johnson...nothing seems have fixed the IRS defects in fifty years.
