I think Issa is well-intentioned but he's in over his head on these issues. It took Cong Trey Gowdy to point out the fallacy of Lerner's asserting her innocence THEN taking the Fifth. Issa was left hanging in the wind.

Issa may be a good businessman---he made millions w/ his car burglar alarm system----but he's not equipped to argue the critical legal issues that arise here.

That looked scripted ~ actually, what we are interested in is what she did as one of the gub'mnt's jack booted thugs ~ and THE GUB'MNT doesn't get to 'take the 5th' ~ that's only for the accused or potentially accused.
