Senior Whitehall sources have told the BBC that the Woolwich attackers are thought to have tried to film their attack whilst shouting "Allahu Akbar" - God is Great, says political editor Nick Robinson.
The men were said to have been of Muslim appearance.
The Prime Minister is expected to speak to the Home Secretary at 18:15 BST from a train to Paris about what is now being treated by government as a suspected terrorist attack, Mr Robinson says.

‘The terrorists will never win, because they can never beat the values that we hold dear.” That was David Cameron’s response to the barbaric scenes that shattered the calm of a south London street yesterday afternoon, with a British soldier being hacked to death by two assailants in broad daylight. The news that the Queen intends to continue with a planned trip to the Woolwich barracks sent much the same message.
While it would be premature to reach any firm conclusions, the Government appears to be treating this as a terrorist incident: the fact that Theresa May, the Home Secretary, responded to the attack by calling a meeting of Cobra, the Government’s emergency committee, as well as receiving a detailed briefing from MI5, suggests that this was no ordinary murder. The atrocity certainly fits al-Qaeda’s blueprint for home-grown terrorism, whereby its supporters have been urged to carry out individual attacks, rather than trying to undertake sophisticated operations on the scale of the July 7 bombings. It will be cold comfort to the family and friends of the dead man that the call by al-Qaeda leaders such as Anwar al-Awlaki – the cleric killed by a US drone strike two years ago – for sympathisers to carry out individual outrages was, in large part, a reaction to the success of our intelligence and security services in disrupting more elaborate and more deadly plots.
Perhaps the most poignant detail that emerged yesterday was that the victim was apparently wearing a “Help for Heroes” T-shirt...

When bystanders in John Wilson Street heard a car smashing into a street sign, they turned and saw what they thought were two black men trying to help a white man they had run over.

Instinctively, some started to head towards the chaotic scene in Woolwich, south east London, to offer help, or stopped their cars so they could call for an ambulance.
But what they were witnessing was not a suburban road accident, but the most brutal murder imaginable, as two Al-Qaeda inspired Islamic terrorists hacked at their victim “like a piece of meat” in an “animal” frenzy on the suburban pavement.
The soldier they had targeted was so badly butchered that it looked as if “they were trying to remove organs”, according to one man who saw the first terrorist murder on British soil in eight years.
When they finally finished beheading and mutilating the soldier’s body, they appeared to say a prayer “as if it was a sacrifice”, one witness said.
Police took so long to arrive at the scene that the killers casually paced up and down the street, their hands dripping with blood, making a series of pronouncements that were filmed by onlookers.
