I was going to post something similar; my grandpa was 21 and my grandmother was 13. What constitutes sexual molestation AFTER puberty is largely a matter of cultural, social and political norms.
Yes, the girl broke the law. Yes, she is guilty of fornication. Yes, she does not deserve a special privileged exception because she is a lesbian. But, I have a hard time for dropping the hammer on anyone of this age for this type of offense. It just doesn’t make a lot of sense.
From a strictly biblical viewpoint,
it would be up to the father of the girl.
He is responsible for her provision and protection until marriage to a man he agrees to give her as a wife.
I do not give a crap what happened upwards of 100 years ago. This is 2013, where such actions would be considered illegal (unless the parents of the 13-year-old signed off on it).

Key word here is "married". With, presumably, parental consent and approval of the character of the groom.
