It was a lie to provoke Romney to release his tax returns so they could pick them apart.

New York Times reported back in 2010:
With growing scrutiny of the role of tax-exempt groups in political campaigns,
Congressional Republicans are pushing back against Democrats by warning about
the possible misuse of the Internal Revenue Service to audit conservative group...
...the Republicans are also upset about an I.R.S. review requested by Senator Max Baucus,
the Montana Democrat who leads the Finance Committee,
into the political activities of tax-exempt groups.

If these aggressive IRS audits kept Tea Party groups on the sidelines during the last couple elections, they may have very well changed the outcome of a handful of races.

Folks, we are about to be deluged with a bunch of crapola about how 501(c)(4) groups aren't supposed to be political. So, you see, all these Senators wanted was for the IRS to enforce the law and stop these 501c4's from engaging in politics.

That's a pantload. These groups are free to engage in politics, but are restricted from engaging in individual campaigns. So, when you read the next wave of media propaganda, bear in mind one of the newest 501(c)(4)'s, and the fact that its application sailed through IRS.

You mean! You mean! Montana’s Max Baucus is really just a Democrat shill! Maybe he can walk across Montana and every Montanan can give him a swift kick in the ass. He can go hang out at former Montana Governor Democrat Brian Schweitzer’s mansion, one of a few “cabins” he managed to purchase on his governor’s salary, at Georgetown Lake. They can talk about where that $23,000,000 that came up missing from the Department of Military Affairs while Swindler, er I mean, Schweitzer was governor went to. They can have a drink with Montana’s Lieutenant Governor Democrat John Walsh who was Schweitzer’s Adjutant General in charge of the Department of Military Affairs when the money came up missing. I wonder if Schweitzer’s Georgetown Lake mansion has crystal chandeliers?
