The progressive-leaning investigative journalism group ProPublica says the Internal Revenue Service (IRS) office that targeted and harassed conservative tax-exempt groups during the 2012 election cycle gave the progressive group nine confidential applications of conservative groups whose tax-exempt status was pending.

In all likelihood this group probably figured that investigators would discover the crime so better to fess up now rather then get caught in an investigation.

Don't hold your breath. Sandy Burglar was caught stealing national security documents by stuffing them in his underwear (several copies of the same documents) to cover for Bill Clinton during the 9/11 investigation.

I’ve noticed for years that democrats working in government offices with access to sensitive information have no problem getting information on enemies and using that information against them.

It's time to pick sides on this one. If they thought they were eventually going to get dragged into it. Give something up quickly. This way, they might be able to hide the fact that they were actively collaborating with the IRS to get Conservative Groups denied Tax Exempt Status.
I really think it is time for one. There is just so much stuff going on that a dedicated team needs to take over.

They are loyal to themselves and their own power. In their world, being part of the social collective that has power encourages loyalty. When the power of the collective is in jeopardy, it's every man/woman for themselves.
The collective is threatened. They are picking sides to avoid further scrutiny.
Bingo. This is CYA move on their part. They know it will come out so they’re copping to it to lessen any repercussions they might suffer from it.
