We need to have two Carrier Task Groups in that part of the world -- one in the Arabian Sea (just in case), and one in the Mediterrean.
The one in the Mediterrean could always take shore leave in Spain/France/Italy (provided host countries allow it).

This all started back in late April. The government of Libya has effectively been locked down since then. To be fair the only control the government has had for the last two years is handing out bags of cash to the various militia groups to keep them from rounding the government up and executing it. They've had about as much luck disarming Libya as Rahm has disarming Chicago.
This is impossible because the Military can’t get to Libya in a timely fashion.
