Puerto Ricans are not immigrants they are citizens of a United States Territory.

A technical distinction without a difference...at least in this case.

They are not immigrants. That is not a technicality. They are American Citizens even if they where born in Puerto Rico.

Puerto Rico is an American territory. Besides these guy may have been born here. They are simply of Puerto Rican decent. No different that a person whose parents moved here from Germany or Ireland.

This has nothing to do with race.
