I'm no expert, but I think "cross border authority" only comes from the CIC -- you cannot delegate it, or say "I thought Hillary was making that call" or "No one told me".

Obama refused to give the military permission to cross borders and help. It is called “Cross Border Authority” and only the president has it. No one else can give such orders. Obama went to bed!
