Apparently Suspect #2 huddled behind the boats engine block , which more than likely saved his life.
So many were shooting that police did not know they were close to shooting at each oither, something that happens in war.Remember that the police just had exploding bomb(s) hurled at them, one as large as one of the bombs they employed on Boylston street.The top of opne pressure cooker bomb was found embedded in a car, and when something xplodes like that, peoples ears are ringing like bells and

Then the send the armored vehicle in and later suspect #2 got out of the boat on his own. unassisted with one leg over the gunnel of the boat.OPne can see photos of the suspect being treated for his neck wound right after he was cuffed, pouring on what appears to be sulfa drugs from a police wound pack, as he lay on his back with his cuffed hands under him.
In all liklihood he received the would from a richochet while he was in the boat or driving his vehicle through police.It had to be an oozing wound or he never would have survived..
We also must remember that the news now is that the perps only had a single Ruger semi auto handgun between them, from which the serial number had been excised.
But they had explosives and used them. No wonder police were confused a bit.Do people not think that understandable?
They had to assume he would be throwing more bombs, in a heavily populated neighborhood.Imagine what would have happenend if a bomb had been thrown and hit a residential propane tank? The police were quite right in their concern IMHO.
