From what I read, the locals announced they had lost him and lifted the curfew. Hour later, as soon as the homeowner came outside, he spotted the body in the boat and called 911.
My understanding is that you are correct. But.....
After the boat owner’s discovery, he called the cops. Three came, observed the Islamic terrorist in the boat and called for back up. The local police controlled the scene until roughly one half hour before the actual capture.
All the above was learned following the FR thread that featured immediate reports of messages on the police scanners that I believe included the uplink to the helicopter. The report was that the feds have taken over.
Minutes before that report, the uniformed/vested ATF officers were observed on Fox news headed down the stree to the site.
The change time line also included an FBI negotiator who apparently literally actually got lost trying to find the place. Simultaneously, the copter providing light and observation from above reported 20 and then 15 minutes of fuel. I never learned if the FBI guy arrived or the copter leaving precipitated the going in and actually capturing the suspect.

The Free Republic thread is an interesting historical document that fixes several TV accounts, the police scanner info and various informed references to other links. It is minute by minute witness to the event that far surpassed the actual knowledge of those reporting on Fox news and other channels.
Fox News eventually reported but was as much as a half hour after the Free Republic report. We learned for instance a long time before Fox that you could go to Google earth and see the boat at 67 what ever street. It was pretty amazing. Fox eventually put up the photo we had seen a long time ago.
