Technically, Beslan is in North Ossetia, but the attack was conducted by Muslim terrorists mostly from Chechnya and Ingushetia. That whole area has been a war zone between Russia/the USSR and the Ottomans and Muslim locals well back into the days of the Tsars.
Chechen Muslim terrorists have been capable of atrocities that I’m not even sure some Palestinians could pull off. Things like Beslan and the Moscow theater siege. They have a particular specialty of using female suicide bombers, they have used those to bring down at least two Russian aircraft in-flight.

On this day in 2004, an armed gang of Chechen separatist rebels enters a school in southern Russia and takes more than 1,000 people hostage. The rebels demanded the withdrawal of Russian troops from the disputed nearby region of Chechnya. September 1 was the first day of a new school year for millions of students across Russia, a day of celebration in schools that both parents and students traditionally attend. Nearly 340 people, about half of them children, died in the ensuing three-day ordeal.
