Like it's been said so many times before here, why not take a first step: SEAL the damn border and ENFORCE all of the existing laws.
If/when gubmint does this (which I don't expect to ever happen), then "reform" steps can be examined, but NOT even considered until the first step is completed.

The border security/enforcement provisions will be put in the trash 5 minutes AFTER this bill is signed.
They WON'T secure it now with EXISTING laws. WE know they won't with NEW laws.
