A panel of federal judges Thursday threatened to hold Gov. Jerry Brown and other state officials in contempt of court if they do not quickly produce a plan to remove thousands of convicts from California's packed prisons.
In a blistering 71-page ruling, the jurists rejected Brown's bid to end restrictions they imposed on crowding in the lockups. The state cannot maintain inmate numbers that violate orders intended to eliminate dangerous conditions behind bars, they said.
Brown and other officials "will not be allowed to continue to violate the requirements of the Constitution of the United States," the judges wrote...
The judges gave the state 21 days to submit a plan for meeting the population target by the end of the year. Administration officials said they would appeal the decision to the U.S. Supreme Court...
In January, Brown declared the prison crisis over and launched a legal and public relations crusade to end court oversight of inmate healthcare, which has been in place since 2006, calling it unnecessarily costly and otherwise burdensome.
But his efforts have been rebuffed. In a related case last week, one of the three judges said mental healthcare in prisons had not improved enough to end oversight in that area.
On Thursday, all three jurists stood behind the population caps they previously ordered -- and the U.S. Supreme Court upheld -- as a remedy for what they have called substandard conditions due to overcrowding, resulting in unconstitutionally poor inmate care.

My plan would be to hire Sheriff Arpaio to administer the California Prison population.
Maybe he could set up tents out in the desert to relieve the overcrowding.
Interesting, not letting out criminals is a violation of the constitution but gun grabs is a OK.
Besides is IS releasing child sexual abusers and murders.
When California’s illegals start their violent overthrow of the current faux state government, the other 49 states’ (or 56, if you’re Zero) Demwits will of course get right behind them.
We think alike.
The only sane thing to do is to follow in the footsteps of Arizona Sheriff Joe Arpaio, and erect tent city prisons for all their excess prisoners.
First and foremost, you don’t release prisoners from prison before they have served their sentences.
Second, tent prisons are both very inexpensive and conform to *international* standards of not being “cruel or unusual”, since they are also “military field conditions”.
Third, by eliminating overcrowding, you actually significantly improve the conditions of your brick prisons.
Finally, tent prisons can provide tens of thousands of beds overnight. So the problem is dealt with quickly.
/bingo!
Agreed, but that would not happen in CA.
Give em Detriot! Maybe they can clean it up!

Some scaffolds would help too.”
Just use the local cactus, preferable an endangered one.
“Need a plan? “
House them on the Bullet Train.
U.S. District Judges Lawrence Karlton in Sacramento and Thelton Henderson in San Francisco and Stephen Reinhardt of the U.S. 9th Circuit Court of Appeals in Los Angeles
Just in case you decide to swear out a complaint, you’ll need their names. No surprises in that list, are there?
Pssst! Moonbeam. Hire them as thugs to do your bidding. It worked in Argentina. Why not here? /s
California takes alot of crap here for being the land of fruits & nuts, but people forget most of us tried to straighten things out ten or twenty years ago - props 8, 209, 187, and were stopped cold by one a-hoe in a black robe like that dictatorial sunufab*tch.
I know how Brown will respond.
He will release all murders, child molesters, rapists, and gang bangers.
Then prison will be the only safe place to be.
Gov. Moonbeam needs to have a chat with Joe Arpaio. I’m sure he can show them how to build a tent city in the desert.
Calling Roy. We need you Roy
Well, true. I remember working on those campaigns. We won at the ballot box, and then saw all of our hard work stolen by those black robes you mention.
I, for one, have not forgotten.
Plus, they want to ensure the maximum number of Dem voters at large - especially the "gifted" ones who speak fluent Spanish.
