North Korea 'finishes missile launch preparations' and warns foreigners to evacuate South
NORTH Korea has completed preparations for a mid-range missile launch from its east coast, officials in Seoul have revealed just hours after foreigners living in South Korea were warned to quit the country.
North Korea's Asia-Pacific Peace Committee said in a statement monitored in Seoul that foreign nationals should find out in advance where they can take shelter as well as examine evacuation plans to leave the country.
"We do not wish harm on foreigners in South Korea should there be a war," said the KCNA news agency, citing its Korea Asia-Pacific Peace Committee.
The remarks come as the communist country has repeatedly said it will turn Seoul and Washington into a "sea of fire" and launch pre-emptive nuclear attacks against its enemies.

I’m not so sure that an SM2 couldn’t perform an intercept from short range when it has the missile rising off of the pad. A rocket of that size has to accelerate up to speed, while the SM2 has a much faster rate of acceleration.
From 15nm, the rising ICBM might not have even attained Mach 2 yet at time of intercept. Remember that modern intercepts don’t fly a rainbow trajectory.
But it would absolutely depend on the ICBM’s rate of acceleration and when it performed its tip.

All depends on the trajectory. With the NORKS threatening everyone in past days, I suspect AEGIS will kill it once it leaves the pad.
Because NK can make a parking lot out of Seoul. Plus I’m thinking that Puggsly is fishing for money, not war. He wants Obama to pay him to behave.

This will be an intel coup for China and Russia.
NK does their test launch, we respond as though it was a hostile launch and use AEGIS, SM, COBRA JUDY, Patriot, and lots of other goodies. We shoot down the missile. B2 and F22 fly around.
China and Russia get all of our radar signatures and frequencies, a look at CONOPS, an assessment of capabilities, plus pictures of our hardware in use and track data. Plus lots of unencrypted radio chatter, facebook pictures from cell phones, and twitter postings (Guess what I did today?)
Obama looks like a hero, and NK promises to retaliate.
Then what? Once the NK artillery pieces are finally knocked out, North Korea gets turned into a parking lot.
Which would actually be an improvement.
I think you have the reason for this. It would be low-cost for NK, have high benefits for China and Russia, who probably have signals intelligence units parked up and down the NK beaches.
