It also takes a percent (2/3, or 3/4) of the states also to pass any amendment. Also I believe 2/3 of congress...Thats why it will never happen......
A better idea would be an amendment extending term limits to the legislative branch,
There is a lot about the “proportional Electorial” that makes me wonder if this is not something that can come back to bite us. Oh, I am sure it will de-power some like Detroit and might have saved us from a re-powered nobama, but what comes to us when its our guy that gets proportionalized.

The thing that jumps off the page at me that does create a concern is the established fact that the dems, like their friends the welfare cheats, are past masters at gaming the system. Is there any safe guards to keep them from running the table on us with this too?
Once we cross the magical line between Electorial Representative Republic and Pure Democracy, buying voters is a snap, just ask Brazil about elections where 50% +1 wins.
The only other option is to quit voting because its an utter waste of time for republicans to vote in presidential elections in Michigan.

Remember the last “election”? 19 wards in PA didn’t have a single Romney vote. Same story around Cleavland, OH. And then there was Bolder, CO with more votes than voting age adults.... And let’s not forget FL with voting machines converting votes to Obama, which is what I suspect happened in PA and OH.
