In the past four decades, the number of people receiving benefits from the Social Security Disability Insurance (DI) program has increased nearly sixfold, rising from 1.5 million in 1970 to 8.8 million in 2012, the Congressional Budget Office says.
On Thursday, Joyce Manchester, a chief analyst with the Congressional budget Office, told a House subcommittee that the number of people seeking DI benefits is expected to continue rising, and she said the Affordable Care Act is likely to influence application rates although its difficult to predict what the impact will be.
Applications for disability insurance could increase under Obamacare, as people gain immediate access to subsidized health insurance through state exchanges, with no exclusions for pre-existing conditions. In that case, they could easily leave their employer-provided insurance and wait two years for Medicare benefits to kick in under the disability program.
Those considerations will tend to increase applications to the DI program, Manchester said.

Oh, goodie. Just what we need. More people claiming disabilities so they don’t have to work. This well will run dry in the near future. The readjustment is going to be hard on us all even if we did not cause the problem.

SSDI is one of the toughest programs to apply to. You usually get rejected without a lawyer to help you get your disability application approved.
That’s why all the late night commercials hawk legal services for handling SSDI rejections by the Social Security Administration.

You usually get it with a lawyer, and the government pays for the lawyer.
Unfortunately, some of those lawyers are really, really good at getting people of sound mind and body on the rolls. I run in to them all the time in my line of work—healthy young men & women on SSDI for “chronic back pain” (play basketball regularly) or “depression”—legit issues, but not in these losers. It’s sickening how many faking malingerers are on SSDI in my part of the country. Spend just one day shadowing me at work, and you’ll be screaming mad by the end of the day.
Well, when my unemployment checks run out, what else am I supposed to do? Gots to get me some DI or SSI. Gonna get me a SSI lawyer who will sees I get on the gravy train.
Not far from the truth. People are herded into programs now. You don’t have to seek them any longer. They want people in them cause they’ll vote for whomever provides the gravy.

There are a lot of hoops to jump through to get SSDI.
The main requirement is that you are unable to do ANY job - not just unable to do the job you’ve always done. E.g., if you used to be a truck driver, but development a visual impairment that disqualifies you from being a safe driver, if you can still bag groceries, stock shelves, cashier, answer phones, type, or perform any other job not requiring good vision, then you won’t qualify for SSDI.
I know someone who qualified for SSDI at age 57 because of a rare type of dementia (Alzheimer like symptoms, but not Alzheimer’s). She had numerous evaluations before qualifying. There were stacks of paperwork that needed to be completed. It wasn’t a piece of cake, but that was someone who could not hold any type of job.
Looks as though the CBO has a real knack for stating the obvious, especially after the fact.
