He can leave the floor when he turns it over to a senator. The last time Cruz took over and I saw Paul cross behind Cruz headed out of the floor of senate. Think he was gone long enough to potty and eat/drink sonmething.
Earlier, saw him eating what looked like granola as he was speaking, then saw him take drink of water that is in front or to the side of him.
