Actually the Republicans can cut any damned thing they want because they control the branch of the legislature from which all money bills must originate. They can just refuse to fund things.

Tort reform. If the country did nothing else but this, we would save 55 billio dollars a year. In addition, medical expenses and insurance premiums would go down as well as fees the government pays doctors for Medicare and Medicaid.
