ObamaCare and the '29ers'
Wall Street Journal ^ | February 22, 2013 | Staff

Here's a trend you'll be reading more about: part-time "job sharing," not only within firms but across different businesses.

It's already happening across the country at fast-food restaurants, as employers try to avoid being punished by the Affordable Care Act. In some cases we've heard about, a local McDonalds has hired employees to operate the cash register or flip burgers for 20 hours a week and then the workers head to the nearby Burger King or Wendy's to log another 20 hours. Other employees take the opposite shifts.

Welcome to the strange new world of small-business hiring under ObamaCare. The law requires firms with 50 or more "full-time equivalent workers" to offer health plans to employees who work more than 30 hours a week. (The law says "equivalent" because two 15 hour a week workers equal one full-time worker.) Employers that pass the 50-employee threshold and don't offer insurance face a $2,000 penalty for each uncovered worker beyond 30 employees. So by hiring the 50th worker, the firm pays a penalty on the previous 20 as well.

Welcome to the new US of Obama, where the aristocrats wear designer gowns to award ceremonies accompanied by military escorts, and the employed are crushed into penury in the name of socialist 'fairness'.

Nothing new about this. In most retail chains only the saleried manager works full time. Nobody else gets over 32 hours or they would be “full time” here in CA. And of course labor hours allowed don’t provide enough to do all the work necessary, so managers have to work well over their contracted 45 hours per week, despite “offical policy” that prohibits managers from doing so.

Collectivists never study history or human nature. They just ram stuff through.

People always, always make adjustments to obstructions in their path and keep moving forward. This will be true in health care, gun ownership, taxation and even the destruction of the economy.

Uh, actually, what this article is talking about IS INDEED NEW - where Burger King and McDonalds for exampe - are purposefully sharing employees. And moreoever, there is an entirely new matter of degree here specifically related to Obama Care. Are you denying that?

The result of all retail and restaurant chains cutting workers to 29 hours or less has been an explosion in Help Wanted signs.

In the short term that works for Obama. Later on he’ll come back and get you and your little dog too.

Similar laws in France also result in companies being broken up into many independent companies with no legal connection, but at some level they still have the same ownership. It avoids all kinds of regulations on employment and layoff’s.

Haven't they already done this? I mean, what was the first Tuesday in November all about?

It’s always amusing to see the gnashing of teeth on the left when people act to comply with their laws in a way that avoids the manipulations that they intended.

The first domino in the set. It took 4 years to put them in place.

I don't see anywhere in the article it actually says that. They may be implying it, but it's not stated. It just gives a hypothetical example of two employees each working a 20 hour shift at each resturaunt. It nowhere states that companies are actually cooperating as you state.

Also, a lot of Mrs. Hugin's employees also hold other part time jobs. Sometimes she has to schedule them around their other job if it pays more or gives them more hours. Again, nothing new. But it's likely to become more prevelent with Obamacare.
