WASHINGTON -- Four years after making history by becoming the first African-American president, Barack Obama will kick off his second term on Monday with a scaled-back inauguration that reflects the tempered expectations for his next four years in office.
Lingering high unemployment, bitter political battles and a divisive re-election campaign have punctured the mood of optimism and hope that infused Obama's 2009 inauguration after a sweeping election win.
This time, Obama's inauguration will feature smaller crowds and a reduced slate of inaugural balls and parties to match the more subdued tenor of the times.
When Obama raises his right hand to be sworn in by Supreme Court Chief Justice John Roberts outside the U.S. Capitol at 10:55 a.m. Chicago time, it will be his second time taking the oath in 24 hours.
He had a private swearing-in on Sunday at the White House because of a constitutional requirement that the president be sworn in on Jan. 20. Rather than stage the full inauguration on a Sunday, the main public events were put off until Monday.
Obama begins the day worshiping at St. John's Episcopal Church across from the White House. He will then take the oath again and deliver his inaugural address from the Capitol's west front overlooking the National Mall, where a crowd of up to 700,000 is expected to watch.
That is down significantly from the record 1.8 million people who jammed Washington in 2009 for Obama's first inauguration.
As Inauguration Day dawned and people streamed through the wintry cold toward the Capitol grounds, Washington was in security lockdown, with thousands of police and National Guard troops deployed, barricades up and Humvee military vehicles blocking major intersections.
Outside the White House on Pennsylvania Avenue, an elaborate presidential viewing stand, encased in bullet-proof glass, awaited Obama and other VIPs

Oops, sorry for the double entries..out of my control.
What IS meant by that term, “binder?” Being a domestic foreign agent and enemy of the state, it would not be out of obozo’s character to use something else, other than a Bible, which we can all recognize. The smiles on the faces of both obozo and the Mooch as he took the oath, gave me the impression that they think they know something we don’t know, like for instance that the Mooch is holding a pamphlet of the Koran, instead of a Bible.
More investigating is needed on this one...we need to wipe that smirk off obozo’s face.
It just came to me..I’m sloow! The term “binder” refers to the white “binder” that appears to be covering the top and the bottom of whatever is inside the binder that the Mooch is holding. These two think they’r so slick. If it is a Koran that is contained in this white binder, we have to find out.
Look, Sasha has a training boob belt on. Kind of like how they started binding little girls’ feet at a young age in old China.
These two kids look uncomfortable for some reason. For one, you know they hear things being said by their parents in the White House on the one hand, and then they have to appear before the American people and pretend to be something that they know their parents are NOT. And so these kids are conflicted. And it shows.
Yes, those girls look very odd. Maybe they’re not evil even though their parents are. Kids don’t always turn out like their parents.
Yeah, Nero parties while Rome burns. Extravagance in the midst of a recession.
This is the coldest President weve had in a long time.
Ya know what I think would have happened if Romney were elected? He would have had none of this fluff. He may have some form of narcissism, but not this type. He really doesnt like chumming around with people.
I truly believe he would have not had an inaugural ball because:
a) he feels uncomfortable at those events and
b) to set an example of fiscal prudence.
cracked me up..love all the comments but yoursis best so far!!
Well, after you take out all the references to God or Jesus - it get’s pretty short.
Was it ever verified that there were 1.8 million people at the first inauguration? I remember that the media was really hyping the event, but the pictures didn't seem to verify the amount of people claimed to be in attendance.
Funny how those who seek the truth on our Kenyan dictator are usually the first to be threatened with imprisonment and/or death.
They must be giving away free TV’s, Iphones, lunches, etc. Who would go watch that phony circus without getting all the free stuff?
“Inauguration”? What Inauguration?
Whatever is inside that “binder”, it is in two sections and is definitely not a Bible. Look at the picture and blow up the section of the binder. You can clearly see two separate sections. The cover is worn, so perhaps the cover, or binder, itself is like some sort of album, definitely not a Bible.
We are expected to believe that 3/4 of million people will stand out in the cold to watch the grifters walk down the street? Given the calibre of the average Hussein voter,I’m thinking maybe 70k, tops..
I do recall seeing the Mooch holding the Abraham Lincoln Bible and also something else directly underneath this Bible. It was said that they were also using the “Robinson family Bible”, though nothing else looked like a Bible except the Abraham Lincoln Bible. And then in another picture, you have the Mooch holding the white binder in which it looks like two separate items are contained. One is light tan in color...I’ve seen copies of the Koran pamphlet in this light tan color cover, and the other is darker in color. These two have a smirk on their faces as if to say they know something we don’t know. Other than you and I, no one seems to be asking any questions about what was in the binder, and what was the item beneath the Abraham Lincoln Bible that the Mooch was holding.....
(yawn)
Outdoors, she is holding the smaller Abraham Lincoln Bible, which is on top of the Martin Luther King black leather Bible.
Indoors, she is holding the Robinson family Bible.
From my point of view, there is a white binder and there are one or two items contained between the white covers of this binder. Nothing between the white covers looks to me like a family Bible. Like good socialists, they are lying..I'll dig a little further on this one and see what I can find.
Other posters have claimed that Michelle has previously stated that the Robinson’s were not a religious family, that they did not follow any religion or attend any type of services. So, would such a family have kept a Bible? I doubt it.
It’s in D.C. where the looting is always widespread. They just don’t break down storefronts to do it.
