A 27-year-old mother of two has been fatally shot by an off-duty sheriff's deputy after he suspected her of shoplifting at a Houston Walmart.

Harris County Sheriff's deputies have said that victim Shelly Frey, Tisa Andrews and Yolanda Craig were stealing when they were confronted by Louis Campbell a 26-year veteran of the force who works as a security guard at the store.

According to Campbell the women ran to their car and when he rushed to open the door, they accelerated away - at which point he fired the deadly shot into the car which hit Frey in the neck.

** snip **

Tragically, Frey wasn't even supposed to be at a Walmart that evening.

Earlier in the year she pleaded guilty to stealing shirts and a package of meat from another Walmart and as part of her plea arrangement she agreed to never enter Walmart stores again.

'Shelly was the perfect mom, perfect friend, perfect daughter,' said her father, Shelton Frey.

I bet she was planning to steal them something nice for Christmas, too!

Cops cannot shoot someone for leaving the scene after a theft. Well, they can, but is against the law.

Do you see the subtle distinction between ‘run down’ and ‘run over’ and ‘knocked over’?

I do and I also fully understand that the driver assaulted him with a deadly weapon. This is not like the movies, he had to defend himself instantly and since it was unrehearsed and unscripted it did not go perfectly. Every bit of that is on the criminals, not the cop. He was justified morally and legally. He had reasonable cause to be there. The thief had already physically accosted him at the exit door of wal-mart and failed his orders to stop. The driver attempted to cause gross bodily harm or death using her vehicle as a deadly weapon. Facts my friend just the facts. The driver should be charged with at least negligent homicide. She introduced and used a weapon in the commission or a crime that resulted in a death. There are two other points that need to be fully understood. FIRST These three breeding feral Americans made the choice to bring children with them while they committed these crimes. Mothers who had already planned to commit illegal acts chose to have their children physically involved in this crime scene. SECOND After this young lady was shot and they illegally fled from the crime scene and stopped in the apartment building parking lot a friend/bystander stated she observed that the woman was injured but still talking and tried to help her. That person stated that they could not find help to assist him!!!!! sooooo either her friends who were in the car ran off and left her there or stood back and did nothing. Great friends they turned out to be.

Try this command "< p >" more often ~ paragraphs are our friends.

The chillun answer has been given several times ~ so once more into the breach ~ one of the women was baby sitting somebody else's kids.

They've all been arrested ~ and there are preliminary charges.

The 'deadly weapon' charge depends pretty much on who was doing what to who with which, at the time, and why ~ as well as the legal status of the cop at the moment ~ and, possibly, to the degree the driver understood she was a mob moll driving a getaway car ~ she may have simply dropped these women off to do shopping ~ we'll have to see who says what about which, and why.

I hope you realize that using ALL the stories released in the press so far I really couldn't pin down whether we had 3 women or 4 women (one of whom was dead). Well, whatever, everybody got caught on camera

Why don’t you just stop shoplifting? Then you won’t live in such fear, and you won’t have to ignore facts when you post.

The question you forgot to ask is..."when did the cop draw his weapon?"

I am just trying to shed a little sanity, The question you forgot to ask, is a human life worth less than a couple of steaks?

Or

Why is a guy drawing a GUN in a Walmart Parking lot?!

The security cameras had her license. There was no reason to push this into a life or death situation. In my job we are constantly hammered with safety this and safety that. So, apply safety to this issue. Why did this rent a cop push this issue to a situation that was life threatening to himself, and the innocent shoppers around him? Obviously this escalated way beyond what it should have, and I don't think that anybody really wants cops having shootouts in Walmart parking lots when they come for groceries.

This was stupid, it ended up with two children without a mother, and a grieving family and could have caused this idiot girl to run over other shoppers or the stupid cop to blow away someone in my family trying to recapture that fleeing ground round.

What is shocking to me is the incredible callous lack of respect for life that I am seeing here. Some idiot called me a liberal because I am sane and told me to never come back!

This is a conservative, Christian Values, family website. Not a kill the negro, redneck stomp session.

This was a human being, that was steaks, and the whole thing is STUPID.

I’d suggest that you stick to pandering to peace loving Palis and keep yourself out of the war zone in the once and future Republic of Texas.

Well, I personally have had enough of the blood running in the streets, and the body parts sprayed over the neighborhood. Did not like the machine gun fire into the bus stops or the IED's aimed at the school bus's. I learned how to tell the difference between Belt bombs, bus bombs and car bombs, mortar fire and tank fire by the sound. All in Jerusalem city limits. I honestly would hate to have that happen in Texas. But perhaps as you bring your hatred to a frenzy, you too can reach the mindless killing frenzy of the Muslims. But might I mention, that you may be in a civil war, but What are you fighting for?

You might find yourself the problem, not the solution.

Trust me, war is not romantic. It is, as they say, hell.

Moral outrage. Those people suffered so much from slavery, free steaks is the least we could do for them, other than voting for Obama, Barbara Lee, and worshipping Whoopie Goldberg and Toni Morrison.

there's an apron area clearly marked so you can come in and pick folks up ~ they allow momentary stopping

Momentary? I've seen vehicles parked in that zone at Walmart stores for 5 minutes or more. What is it that you like about criminal females who recklessly endanger children?

If you ever have a child that steals something and they are murdered for it, make that part of your speech at the funeral.

That is really retarded!

the incredible callous lack of respect for life

The dumb bitches displayed that lack of respect when they attempted to run over the law officer. You're nothing more than a criminal apologist and enabler.

I don’t necessarily disagree with anything you said.

What it all boils down to though is executing a person for shoplifting, or driving off after you’ve told them to stop after the commission of a non-violent act, both of which are not capital offenses.

Now, if the person is trying to drive off after an armed robbery, in which someone was shot and or killed, the person is still armed, and a real threat to the populace, I’d see it different.

Cops cannot shoot someone for leaving the scene after a theft.

They can if the thief is attempting to run over them with a motor vehicle.

Executing a person? Really? Do you know the definition of vehicular assault, aggravated assault with a motor vehicle or vehicular homicide? All are felonies.
