A 27-year-old mother of two has been fatally shot by an off-duty sheriff's deputy after he suspected her of shoplifting at a Houston Walmart.
Harris County Sheriff's deputies have said that victim Shelly Frey, Tisa Andrews and Yolanda Craig were stealing when they were confronted by Louis Campbell a 26-year veteran of the force who works as a security guard at the store.
According to Campbell the women ran to their car and when he rushed to open the door, they accelerated away - at which point he fired the deadly shot into the car which hit Frey in the neck.

Tragically, Frey wasn't even supposed to be at a Walmart that evening.
Earlier in the year she pleaded guilty to stealing shirts and a package of meat from another Walmart and as part of her plea arrangement she agreed to never enter Walmart stores again.

As a rule of thumb I've learned to demand bullet holes in the front windshield as a necessary adjunct to 'he done tried to run me over' ~ that way we know the officer was IN FRONT OF THE VEHICLE ~ anything else is strictly supposition, and all too often just pettifoggery designed to trick the unwary. So, no bullet holes in the front, no run down! And that's doubly so when the dude guns down someone in the back seat ~ where whatever it was they were doing they sure weren't operating the motor vehicle.
We pay top dollar taxes around here to train these guys to shoot the right people ~ performance is expected. What they do in Texas is anybody's business of course but in Virginia they generally need to be sure of their target!

I dunno, but her poor fashion choices are what prompted me to post the picture. Alas, I'm sure that was somehow "racist" of me. Gee, how will I sleep at night?

Yep. If the cop was caught between the door and the seat and was being pulled under, she wasn’t shot for shoplifting. She was shot for assault with a deadly weapon (car.)
But as I always say no bullet holes in the front windshield, nobody was trying to run you down!
What if the shifter lever is in the “R” position and you are at the rear of the vehicle,just wonder’en?
Such places are not target ranges.
I will be more careful next time I go to the Walmart ~ probably just drive right on by in fact ~ until they come clean on what happened in this parking lot.
I don't shop Costco anymore either ~ they have not adequately come across with the reason they sent in the cops to shoot up the guy packing the water bottles.
Campbell confronted the women in the doorway and ordered them to stop.
They tried to force their way past him.
One of the women, later identified as Frey, hit the deputy and ran.
Campbell followed them into the parking lot, where the shoplifting suspects climbed into a waiting car.
Campbell opened the car door and ordered Frey to get out. But she refused, officials said.
Andrews began to drive away while the deputy was standing between the open door and the driver’s seat.
“She threw it in reverse and tried to run over the deputy,” said Thomas Gilliland, a Harris County sheriff’s spokesman.
Campbell later told investigators he feared for his safety and opened fire.
The car sped away.

From what details we have, it looks like the car was in a parking space, the cop opens a car door, driver puts car into reverse, car backs up with open door hooking the cop, threatening to send him under the open door and under a wheel.
The dead woman was one of the New Orleans folks that Houston took in after hurricane Katrina. (I thought they had already shot each other or been put in the slammer by now.) Does your state have any of those?

Are we to think that camera system is fake and they've turned, instead, to armed offduty cops to shoot selected customers?
Without the videos i won't believe anything the sheriff's office says.
Let me put it this way, having been on a jury, if those videos are good enough for the jury, then by gum, let's see 'em! Anybody can tell a story ~ digital is forever!

We need the videos anyway. They're real. Eyewitness accounts are meaningless in these cases.
BTW, did he shoot the target he was after or just somebody else? ~ makes a difference on whether or not that ol'gal gets hit with a reckless driving charge or murder ~ same with the officer ~ depending on the videos.
I was waiting on the sheriff to say 'as is clearly shown in the videos' but musta' missed that.
And, why assume that a thief, who might be looking to get-away quick, would park head-in? I'm no thief and I always look for a spot that doesn't require backing out.
No, I find it comforting. The cops start making shooting noises they might draw help ~ which has happened several times already. Texas is far more restrictive about how you handle your guns, but less restrictive about who you shoot!
Too cold around here ~ we had a couple of 4 foot deep snowfalls after that so they left town.

It's probably her shoplifting disguise. If she washed that face, you wouldn't recognize her.
She could wipe it off from around her eyes and from her lips onto that collar and no one would recognize her. Could do that in seconds. At the same time isn’t she dead? looks pretty lively in that photo, so someone might find out the source ~ is that a Walmart stock photo? Do they keep the pictures up on a big targeting site or something?
