It seems more like Boehner and the GOPe are the ones trying to create a 'civil war' among its own party members.

Why minimize one civil War over the other especially when the one you minimize is Obama's?

The flash mob only needs their cell phones to get the ball rolling. Cutting cell service once riots are in progress in a certain area is closing the barn door after the horses have fled. Plus, police, paramedics, firefighters etc also use the cell system to take reports from citizens. House or shop is on fire? Rioters are smashing your windows? You won't be able to report it if they take down cell service. Paramedics, cops and firefighters on the way to work can't report in or be notified, etc. Cutting cell service would cause as many problems as it solves in the face of riots.
