Some places allow someone to ‘assist’ with voting, BUT it is supposed to be a caregiver or family member.

It says she has been doing this all morning so that sounds like she is an election worker. If a voter needs help understanding how to work the machine, an election worker may be at the machine to help the voter get to the ballot and explain how to vote the ballot. If a voter cannot read or needs help actually choosing candidates the voter wants to vote for, TWO WORKERS (one of the opposing party) are required to be in the booth.
So, just because a worker is at the machine with the voter doesn't mean something is wrong.
Election workers have to take an oath at the beginning of the day. Included in that oath is that the worker will not tell or influence a voter to vote a certain way. There is a judge and alternate judge (of the opposing party of the judge) at the polling place to make sure workers obey the law.

OOff topic. What is up with with all the FR site connection issues? Seriously, please host elsewhere or at least increase the capacity. FR is my goto source, and I have never experienced issues like this until this election. In all fairness and with all due respect, I have not donated to this member-supported site. My intention is to do just that, but with all the cash I see being raised for this site and the fact that I know IT, I cannot help but wonder, why bother. On this PA thing. I do not live there. Not much I can do, but AS USUAL, what is the local Filthadelphia GOP DOING ABOUT IT! How exactly is this a surprise or news.

It can be anybody authorized by the voter. One year, I was simply driving folks to the polls for the local Republicans, and a little old lady had me pull all the Republican levers, even the one for Lowell Weicker, whom I despised. I followed her wishes. Weicker was removed anyway.
