The Obama administration's strategy of prepositioning supplies for quick distribution in disasters apparently has fallen short on meeting the demand for drinking water in the aftermath of Hurricane Sandy.
"The agency [FEMA} appears to have been unprepared to distribute bottled water to Hurricane Sandy victims when the storm hit [last Monday]," Breitbart News reported over the weekend.

It’s the same old story with this guy- it always about politics. Confronted with a crisis in Benghazi... he thought about his big fundraiser the next day. Confronted with a crisis here... he failed to do the basic pre-planning that was necessary, and focused instead on quick in-and-out photo ops. And now people are suffering.
I wonder if that frickin genius Bloomberg ever got the generators out of Central Park that were there for the marathon and moved them to the flood area? In the comment I read, he said he thought they’d have to go over to Jersey first for some kind of modification. Yeah, dumbass, they have different power in jersey...
Lots of hurricane victims asking that, too. I haven’t seen any stories of them out there, yet. Maybe they are, but no one’s covering it yet.
FEMA has internal bureaucratic constrictions which PREVENT their ability to respond on a timely and effective manner. The deficiencies are structural, not necessarily political, and it is only poetic justice that the Current Regime find the exercise of “relief” through this agency is as frustrating for them, as it was for the Bush Administration during the crisis in New Orleans after Katrina.
Romney’s objective of dismantling FEMA and returning the duties of disaster relief to the states is the long-term solution, but for right now, there are WAY too many layers of officials with whom the efforts must be “co-ordinated”.
The Red Cross is encountering these same layers of obstinate resistance to outside help, and much of it comes from Democrat officeholders.
And the Red Cross is not alone in being unable to deliver relief to the affected areas. A number of other charitable organizations, and crews from other areas that rushed in to help restore utilities and clear storm damage, were turned back before they were allowed to enter the region.

Disaster response was better in the 1960s. It had a much larger element of regular people, civic organizations, and the national guard was the backbone.

One of he big problems in NYC is that a huge number of people live in high rise buildings where elevators are the only practical way for residents to get to and from their apartments. Also (somebody expert in architecture for such buildings please correct me if I’m wrong) it appears they wold need electric pumps to get water to the higher floors. A lot could be done for such buildings’ residents if the city just moved generators from building to building, providing power to run such services.
