Disaster response was better in the 1960s. It had a much larger element of regular people, civic organizations, and the national guard was the backbone.
Hell, even Boy Scouts were involved.

FEMA and modern “critical incident response” is about control freak government, political posturing, certifications for GS employess, etc. The one thing it is NOT about is relief to the victims.
