Those in the CIA Annex requested permission to aid the consulate. Were told to stand down at least twice. Went anyway after being told to stand down the second time

Fist of all he has not said these things over the last couple of months since the minute it happened.
Second, how can he say that his first directive was to secure our personnel when in fact that clearly never happened! So who did that directive failure fall upon?
The rest of it said in past tense. How do you speak in past tense the minute it happens?
