I don't think their actions are predicated on the US election.

Their interest is Russia.

They know we are weak at this point in time and, thanks to Obama, it will be some time before our financial power is restored, if ever.

If Obama wins they know they have a pisant wimp to deal with.
If Romnmey wins they know he will need to concentrate on trying to repair the economic damage Obama is leaving him.

What the the Russians say now (PRE-election) and what they'll actually do then (POST-election) are two different things. Without a doubt, Obama is their guy. They're probably donating heavily to his reelection campaign.

The agreement doesn’t expire until NEXT YEAR. ie, POST-election. Obama has promised Putin he’ll be even more ‘flexible’ then.
