Convicted Washington sniper Lee Boyd Malvo said the devastated reaction of a victim's husband 10 years ago made him feel like "the worst piece of scum on the planet," The Washington Post reported on Sunday.
In a rare interview, Malvo, 27, urged the families of victims to try to forget about him and his partner, John Allen Muhammad, so they can get on with their lives.
Tuesday marks the 10th anniversary of the start of Malvo and Muhammad's deadly rampage in the Washington area. The pair was linked to 27 shootings across the country, including 10 fatal attacks in the Washington area over 23 days.
Malvo, who was 17 at the time, said the look on the face of victim Linda Franklin's husband when she was shot stood out in his memory of the killing spree.

Years ago (1989) I stayed at the Capitol Hotel. A DC cop came in and was discussing the FBI and their ability to "erase" records aka shredding.

Here is a link to the full audio of the interview. It's over an hour, but worth a listen. I was amazed at how bright and articulate Malvo is. He did horrible things and needs to spend the rest of his life in prison, but it's hard not to come away from the interview with the idea that he was a victim as well.
His cell should have a hangman’s noose in it—to make it easy to kill himself. They should be standard in all Death Row cells—so they can “do the right thing”.
In one or another of his novels Tom Clancy describes how German prison officials deliberately drive a female 60’s radical to suicide. He has a good handle on German prisons. When I was in the Army, if a GI was picked “on the Strass”, i.e., arrested by the Polizei for a drug offense, they were generally given two options: face a court-martial and two years in Levenworth or face German criminal justice and six months in Mannheim. In variably, the defendant chose Levenworth.
In Mannheim, prisoners are confined in a small cell, with a window open to the elements, with one unsheiled light bulb. They are given one hour per day in the “yard”, every other minute is in the cell. No TV, no library, no college or GED classes. It costs the Germans about 1/4 per prisoner-day as much to confine a prisoner as it does in the U.S. Given that six months of German prison has about the same deterent effect as two years in an American Federal prison, I’d say the Germans get a lot more bang for the Bundesmark, like 16x as much.
Malvo is laughing his ass off at us. He gets three hots and a cot, cable TV, a library and a gym, better medical attention than most Americans, and he never has to worry about getting up for work or paying the rent. Granted, I wouldn’t trade places with him, but for a significant number of prisoners, incarceration represents a substantial improvement in their standard of living, relative safety and security. Malvo is definitely one of these.
I remember there was a white murderer in a case in Townsend, MA about 20 years ago, who murdered a mother and her two young daughters. After raping the mother, he strangled her and the daughters with a shoe lace. The judge told him that he only regretted he could not adminster the same fate to him. Not having a death penalty sucks.
