According to House Minority Leader Nancy Pelosi, Republicans are trying "suffocate the airwaves, suppress the vote, poison the debate, [so] people throw up their hands and say, 'I just don't even know if I want to participate in this.'" But, "we have to keep the campaign positive."
Speaking on MSNBC's "Rachel Maddow Show," the former House Speaker also called for public funding of elections.
"Amend the Constitution to overturn Citizens United. It can be done, the public wants it, we have to take the first step. Reform the system. Public financing of campaigns, get rid of the role of money and, e, d, a, r, e; elect reformers. I don't care if they're even Republicans, or Democrats, or whatever, who are willing to stand up for our democracy that our Founders sacrificed everything for; the government of the many, the government of the money," Pelosi said.
"This is really important because as long as they can control the mechanics of the elections, they have an advantage. We have to offset it, but we also have to win so we can change it," she also said.

I do not know if that is the basis for them to utter such things and suffer no compunction -- or maybe they are just f'-ing nuts.
.. however I truly believe that it is more likely that to them (on both sides) they are stage actors.. their utterances are no more than script; sometimes the script is impromptu and other times it's crafted to accomplish something. Either way there is no scruples because it's only an act.
As I recall President Bush once responded to a question about he felt about the nasty things Pelosi was saying about him; I don't recall his exact words but basically he said that it just politics.
