That’s not what this list says. These people are people who were “approved” for release by a task force back in 2010, but have not been released (and likely will not be released for the foreseeable future) because the administration can’t find a country to take them.

Folks this means Obama is 'negotiating' with terrorists. He is releasing terrorists in exchange for presumed empty promises that they will stop rioting (sarcasm). However this is the only rationale that explains it.
