It is a very usual line though. Very commonly used by “peaceful” imams to claim that there is no islamic terrorism, as of course all terrorists are not proper muslims.

Exactly. Pretty much the same excuse of socialist statists: well, the only reason it hasn't worked is because it's never really been tried. The "if it's not like I say it is, it's not the real thing. So there!" approach.
Note this, though: "We are not allowed to devalue them when they are working." Talk about a Freudian slip.
