There's no doubt ... Brian Mulligan -- an international banking honcho -- was beaten to a pulp by the LAPD -- based on photos obtained by TMZ.
Mulligan -- the Managing Director and Vice Chairman of Media for Deutsche Bank -- is unrecognizable in the pics -- with severe nasal fractures and lacerations, a concussion, a fractured right scapula, and numerous contusions and abrasions.
Although the LAPD claims officers beat and arrested Mulligan after he became violent and threatening ... prosecutors declined to file charges. Our sources say prosecutors believe the photos are "clear evidence of excessive force." Indeed, Mulligan already filed a $50 million claim against the City of L.A.
TMZ first reported, Mulligan claims two LAPD cops beat him senseless after wrongfully detaining him ... claiming he resembled a person suspected of attempted car theft. Mulligan claims the officers took him to a hotel against his will and when he tried to leave officers brutally attacked him.
Mulligan's lawyers, J. Michael Flanagan and Valerie Wass, tell TMZ cops at the scene conceded Mulligan was NOT under the influence of drugs and they described him as calm, lucid, and cooperative." They tell TMZ, "Mulligan had committed no violations of law and was not arrested. No drugs were found during a search of his person or his vehicle, and the officers found absolutely no evidence of drug use by Mulligan."
Flanagan and Wass say cops also engaged in a cover up, telling us, "The two officers who inflicted the injuries on Mulligan subsequently concocted a police report in an attempt to justify their use of excessive and deadly force and to obtain a filing of criminal charges against Mulligan."
Yeah, because that's what cops do.
I think there might be some covering up on both sides. Mulligan has a reputation he has to maintain.

He was not on drugs or drunk. He had no booze or drugs in his system. He was not observed doing anything wrong. The police’s story doesn’t make sense — he looked like someone who was wanted for questioning for something else so they take him to a motel room because he looks tired.
I think you have a couple police officers who aren’t just losing their jobs — they are going to jail.
Essentially, the broken scapula shows he was curled up on the ground protecting his head while the beat his scapula with their nightsticks.... Or something like that.

These two cops are criminals in LEO clothing. They were going to shake him down, or just beat him for some unknown reason....were they white or black?
The DA is not prosecuting because legal evidence would have to be submitted, and the DA knows there is no case, period!
They are trying to cover this up under dubious false claims and reports that have no weight in a court of law.
I hope he sues their ass off. I hope these two LEOs go to ABJ (a$$-banging-jail).

Officer’s took him to a motel? What’s wrong with that picture? How about just taking him to the police station for booking? I smell a major payday coming for this guy.
The bath salt claim has to be to cover the excessive force.
I saw a video taken of a guy high on something as the police were trying to take him down. It was crazy. Yes, you need a lot of force. They used a taser and the guy just kept on trying to get away and did manage to get away for a bit.
But some middle age white executive dude not armed or high on bath salts would not need to have his scapula broken. They should have been able to arrest the guy without that kind of force.

He might have been in the area to buy weed. You just don’t carry $5000 of cash your trunk in that neighborhood . That’s what credit cards are for ...

Understood. However, the reason you are anywhere, the mere fact you are ‘there’ isn’t sole justification if it is a public place, and there are no other outward (legal) signs there is the potential of a crime being or having been committed.
Irrespective all that, there is the most disturbing fact the LEOs put this man in a motel room because he was sleepy....or whatever BS reason they’ve had time to come up with.
They beat this man to get lots of money, or they were racists (although maybe not in Holder’s eyes if they ARE black), or THEY were doped up on something or just crooks... no one can convince a sane person there was anything legitimate about this story and the LEO’s excuses - that is why this man was and is nowhere being prosecuted for anything....
