The problem is, he thinks record numbers of people on food stamps and disability *is* success - of his precious government program.

When Reagan (and other Presidents) said "we", he was talking about the American people, of which he was a proud member. When Oblameo says "we", he is talking about government. I was struck by this from almost the first time I heard him speak. VERY big difference.
