A simple solution to the problem. The article alludes to the gang leaders being in jail. Release them so they can make sure gang members just kill each other. Problem solved. Now was that so hard?

I never fully understood why someone in a ghetto who doesn’t like what they see and experience doesn’t just start walking until they get somewhere where they take a job of any kind and reestablish them selves in a less bizarre, less violent, less unstable environment. Leave evwerything and everyone and walk out. If they have kids, take them with them. Just walk....or run.
The gangs exist by selling drugs. Who buys most of the drugs? People from outside the neighborhood who come in to score some coke or pills. Focus on the buyers, and the money dries up.
Of course, then you wind up arresting the kids of judges, politicians, business owners, and all sorts of heat comes down on the police.
One would think the tribes would run low on manpower after a while. Where do they keep coming from?
For each of the 100K "gang members", multiply by the average number of relatives, girl friends, and girlfriends relatives, and you start to realize that the gangs supply most of the neighborhood with pocket money. The entire neighborhood is guilty.
That requires effort and they have little of it. It’s easier just to smoke dope and wave a gun around. If you have kids, you are probably living in housing that is free or close to it. Where else are you going to get a deal like that?

Welfare will never be ended since it was created to be a growing supply of voters to keep the demrats in power. In essence, it is a government funded breeding program of demrat voters. Idi obama was an organizer of these same community illiterates and he was rewarded with power for being able to read—something the illiterates were very impressed with. The rest of us realize, he isn’t that smart. He is simply smug.
The way to solve is to increase the distance between people on welfare and their suppliers. One good way would be to disperse recipients out into the vast areas well away from cities. One viable model could be based on the military compound model. It is amazing what a basic training model is capable of accomplishing. It takes young people and makes them actually useful in as little as 12 weeks! It would teach personal responsibility, reading, writing, job skills, nutrition etc.
I have two lifelong conspiracy theories. One is that the Saudis fund the “environmental” movement to keep us from developing energy resources.
The other is that the gangs are protected because drug money is flowing to politicians in these cities.
Certainly the gang theory is based on a long standing tradition in America.
