Sigh. 38 comments and not a single one skeptical (that I could find, anyway.) Check snopes.com and you’ll get a quite rational explanation for why Obama could have ended up with a SS number that looks like it was intended for Connecticut.
Short version: Since the early 70’s, Zip Codes have been used and yes, the first 3 numbers identified the state, but all it would take is mistyping, or misreading, or just sloppily writing, the first number of Obama’s zip code, which is something like 98164, and inputting (for any one of the 3 reasons cited above) 08164, and out would pop a Connecticut SS number.
Now, that might not have happened, but, geez, people should at least consider the possibility, especially when the source is WND. This is very likely tin-foil hat material.
Incidentally, Snopes also addresses the dead guy who’s number Obama supposedly had pilfered on his behalf. Let’s beat the guy with stuff he’s really done, or attempted. There’s certainly plenty of legitimate material out there.

The Ludwig story may or may not be correct but Snopes consists of two people (a married couple) sitting in an apartment somewhere giving out their personal opinions as fact.

How many times does this guy get an oopsie, my bad, just an honest mistake, uh dunno how that happened, a coinky dink, wow who knew, etc.? Everyone gets one or two freaky oopsies on their records but after about the 57th, you begin to wonder.
The problem with that theory, is that the zip code you suggest was misread (98164) is for SEATTLE WASHINGTON! But Obama was in HAWAII!
Obama was living in Hawaii with his grandparents in Hawaii. In Obama’s book, he even says that after going to live with his grandparents, he didn’t leave again until he went to Occidental.
Why wouldn’t he have his SSN sent to Hawaii?
It’s grasping at straws to make up an imaginary “typo”. Especially because the numbers meant something, they would be double checked and verified before being sent out. SNOPES has no credibility. They’ve been wrong in their “fact checking” far too many times.
