Sure he can. The Congress is sworn in first week of January. The president is sworn in the third week. The House and Senate both can vote to repeal as soon as they are sworn & Romney can sign the bill on his first day. How am I wrong about this?

Anything passed in Congress berfore Jan 20 is Obamas responsibility...

He gets to veto the legislature before Romney if hes elected would be POTUS...

Nothing would be put aside or on the back burner waiting for Romney...

If it was passsed on the 19th, it would go to Obama...

Obama doesnt lose his power in the office of POTUS in early Nov...

he will be still just as much the president until Jan 20 at noon...

that is also how he would get to pardon Holder on the 19th...
