The policy is crafted to target illegal residents that already could use the defense that they did not enter the USA illegally because of their age. The problem is that agents and prosecutors will not be allowed to investigate and gather information on family members that don’t meet the criteria while the targeted group would had been going through the courts by their sworn testimony (a hammer not to use this kind of defense).
