No. The HDOH put out a “verification” that had a secretary initial the certifying signature of Alvin Onaka - IOW not legally certified. And the press (as well as the AZ SOS who was desperate to not be called a “birther”) swallowed it hook, line, and sinker.
If it had been legally certified the HDOH
verification” would actually only verify that
1. there is a BC for Barack Hussein Obama II which “indicates” (not verifies) that Obama was born in Honolulu, HI. (the legal validity of that birth certificate is not stated)
2. Some specific items from Obama’s online long-form image are in the original record at the HDOH.
3. The information that’s actually on Obama’s online image matches the information on their record (but AZ SOS Bennett had asked them to verify that the online image is a “true and accurate representation of the original record on file”, and the HDOH refused to verify that).
The shenanigans the HDOH pulled to try to get out of verifying the true facts of Obama’s birthdate, mother’s name, and father’s name (3 of the 4 items critical to Presidential eligibility) are very, very revealing. Their response is tailor-made to cover up a late, amended birth certificate.

In 2008, Chiyome Fukino claimed in a news release that the HI DOH had a birth certificate “on record,” not on file. Her 2009 statement said that vital records were “on file.” Since this new “verification” uses the term “on file,” it would appear that it’s not actually referring to a certified birth document. Have you ever determined the legal difference between these two terms: on record and on file??

I would have thought that Alvin Onaka’s signature was self-certifying on such a document. What should be there to certify his certifying signature?
