In 2008, Chiyome Fukino claimed in a news release that the HI DOH had a birth certificate “on record,” not on file. Her 2009 statement said that vital records were “on file.” Since this new “verification” uses the term “on file,” it would appear that it’s not actually referring to a certified birth document. Have you ever determined the legal difference between these two terms: on record and on file??

A couple different people that I know of were trying to figure that out but all they could get from the HDOH was obfuscation.
