He was adopted. Common practice to have papers sealed. Waiver IMO was to open ALL papers. Probably found more than he bargained for.
Only a judge can consent to have sealed adoption records unsealed. There wouldn’t be any waiver he could sign that would do that. Unless he issued an executive order, or something. God knows he’d never live by the same laws as the rest of us peons.
